WhatsApp Business API providers: how to choose in 2026

Every provider runs on the same Meta platform, so the differences are in billing, seats, where your team replies, compliance tooling and how easily you can leave. This guide explains Meta’s partner types, gives you a scoring checklist and compares eight providers using only facts we could verify.

Meta’s three ways to access the WhatsApp Business Platform, summarized from Meta’s partner documentation.

WhatsApp BSP, Solution Partner, Tech Provider or direct Cloud API?

Meta hosts the WhatsApp Business Platform itself through the Cloud API. A provider doesn’t run a separate WhatsApp; it connects your number to Meta and adds software on top. What changes between providers is who bills you for messages and what tools you get.

Meta’s partner documentation defines three partner types. People still say “WhatsApp BSP” (Business Solution Provider) for all of them, but the billing difference matters when you compare prices.

Solution Partner (BSP)

A Meta Business Partner offering full platform services, including billing. It has a credit line, so clients can skip adding a payment method, and it can invoice clients directly for WhatsApp usage. Meta notes that becoming one is a lengthy process.

Tech Provider

Offers the same platform services but has no credit line. Clients add their own payment method and Meta bills them for messages; the Tech Provider charges only for its software. Tech Partners are Tech Providers that are also Meta Business Partners. Social Intents is a Meta Tech Provider.

Direct Cloud API

A business building an app only for itself can use the Cloud API without a partner. Meta bills you for messages, and your developers build the inbox, template tools, webhooks and opt-out handling.

What this means for you: with a provider that bills messages itself, check its published per-message rates against Meta’s rate card. With a provider where Meta bills you, the message cost is Meta’s rate by design, and you compare software fees only.

What changed for WhatsApp API buyers in 2026

Three Meta changes that affect how you compare providers this year.

  1. Per-message pricing

Since July 1, 2025, Meta charges per delivered message, by category (marketing, utility, authentication, service) and country. Effective October 1, 2026, a marketing message to North America lists at $0.025 and a utility message at $0.0034.

  2. Service replies are charged again

From October 1, 2026, Meta charges for service messages after a free tier of 1,000 per business phone number each month. Replies inside a free entry point window from Click-to-WhatsApp ads stay free.

  3. One number, several partners

Meta’s new account model, generally available from September 23, 2026 and reaching all businesses by mid-October, separates your number (a WhatsApp account you own) from templates and billing (a Messaging account per partner).

Prices in USD unless shown otherwise, as published in November 2026. WATI, respond.io and Social Intents prices are on yearly billing; Interakt and AiSensy on monthly billing. Message-rate examples compare with Meta’s rate cards effective October 1, 2026 (US marketing $0.025; India marketing ₹0.8631). Providers change pricing often; check each site before you buy.

If you’re a developer

Twilio, Gupshup and 360dialog give you raw API access. Compare Twilio’s $0.005 per-message fee, Gupshup’s $0.001 and 360dialog’s per-number fee against your volume.

If you’re a marketing team

WATI, Interakt and AiSensy bundle campaigns, Click-to-WhatsApp ads and commerce features. Compare their published message rates with Meta’s and count the seats you’ll need.

If you’re a support or sales team

respond.io and Social Intents focus on conversations. respond.io covers more channels and workflows; Social Intents puts WhatsApp inside Slack, Teams or Google Chat with unlimited agents.

Where Social Intents fits, honestly

Social Intents is a Meta Tech Provider, built on the official WhatsApp Business Platform (Cloud API). You connect your number through Meta’s Embedded Signup, and Meta bills message fees to your own WhatsApp Business Account with no markup.

Our difference is how teams work. Every conversation lands in Slack, Microsoft Teams or Google Chat, or a web and mobile inbox, and the Basic, Pro and Business plans include unlimited agents. Broadcasts come with consent tooling: opt-in evidence, automatic STOP opt-outs, quiet hours from 9 AM to 8 PM by default, a frequency guard and pre-flight checks.

We’re not the right provider if you need Click-to-WhatsApp ads, catalogs and payments, WhatsApp Flows or drip journeys, or a raw API for your own product.

Red flags when choosing a WhatsApp provider

Walk away, or get answers in writing, if you see any of these.

  • “Unlimited bulk messages, no approval needed.” Tools that automate the regular WhatsApp app instead of the official platform put your number at risk.
  • Your number sits in their business portfolio. Make sure the WhatsApp account holding your number belongs to your business.
  • Message rates with no published rate card. If the provider bills messages, its rates should be public so you can compare them with Meta’s.
  • Seat prices that appear only at checkout. Count everyone who’ll answer WhatsApp, including managers and part-timers.
  • No opt-out handling. STOP requests must be honored automatically; manual lists get missed.
  • Vague answers about leaving. Ask how contacts, consent records and templates move if you switch.

Switching WhatsApp API providers

What moves, what doesn’t, and how to avoid downtime.

  1. Your number can stay put

On Meta’s new account model, the WhatsApp account holding your number always belongs to your business and can be shared with several partners, so a new provider can be added without moving the number. On the previous model, a number had to be released by the old provider first.

  2. Templates and billing are per partner

Each partner gets its own Messaging account for templates, billing and webhooks. Templates aren’t shared across Messaging accounts.

  3. Copying templates has limits

Meta’s Template Migration API copies only approved templates with a green or unknown quality score, only between accounts owned by the same business, and copied templates restart without a quality rating. Templates in a provider-owned account usually need to be recreated.

  4. Bring consent with you

Export contacts with opt-in source and opt-outs. Your new provider needs that history to message people lawfully.

Frequently asked questions

Quick answers about WhatsApp Business API providers.

What is a WhatsApp Business API provider?
It’s a company that connects your business phone number to Meta’s WhatsApp Business Platform and gives you the tools to use it: a shared inbox, broadcasts, chatbots, integrations or a developer API. Meta calls these companies partners and splits them into Solution Partners, Tech Providers and Tech Partners.
What is a WhatsApp BSP?
BSP stands for Business Solution Provider, the older industry name for companies that resell access to the WhatsApp Business API. In Meta’s current documentation the closest match is a Solution Partner: a Meta Business Partner that can extend its credit line to clients and invoice them directly for WhatsApp usage.
What is the difference between a Solution Partner and a Tech Provider?
Both can offer full WhatsApp Business Platform services. According to Meta, Solution Partners have credit lines and can bill clients directly for API usage, while clients of Tech Providers add their own payment method and Meta bills them for messages; the Tech Provider bills only for its own software. Tech Partners are Tech Providers that are also Meta Business Partners.
Which is the best WhatsApp Business API provider?
There isn’t one best provider for everyone. Developers embedding WhatsApp in an app usually compare Twilio, Gupshup and 360dialog. Marketing teams in India often compare Interakt, AiSensy and WATI. Multi-channel sales teams look at respond.io. If your team works in Slack, Microsoft Teams or Google Chat and you want unlimited agents, Social Intents is built for that. Score each one with the checklist above.
Is Social Intents an official WhatsApp provider?
Yes. Social Intents is a Meta Tech Provider; you connect your number through Meta’s Embedded Signup and messages go through the official WhatsApp Business Platform (Cloud API). Meta bills message fees to your own WhatsApp Business Account.
How much does the WhatsApp Business API cost?
Two parts: Meta’s per-message fees and your provider’s fee. Since July 1, 2025 Meta charges per delivered template message by category and country; its rate card effective October 1, 2026 lists a US marketing message at $0.025 and a US utility message at $0.0034. From October 1, 2026, service replies are also charged after 1,000 free per number each month. Provider fees range from per-message fees to flat monthly plans.
Can I switch WhatsApp API providers without losing my number?
Yes. Meta’s new account model, generally available from September 23, 2026, puts your phone number in a WhatsApp account your business owns and lets you share it with more than one partner. Templates and billing sit in a separate Messaging account per partner, so templates don’t follow you automatically; Meta’s Template Migration API can copy approved templates only between accounts your business owns.
Will my number get banned if I use the API?
Not for using an official provider. Meta restricts numbers that break its policies or keep a low quality rating, usually after people block or report unwanted messages. Unofficial bulk-sending tools that automate the regular WhatsApp app are the real ban risk. Choose a provider on the official platform, collect opt-ins and honor opt-outs.

Sources and methodology

Every provider fact was taken from that provider’s own public pages in November 2026. Social Intents is our product; we’ve tried to be as fair to the others as we’d want them to be to us.
